UAE is a pioneer in combating hate speech through strong legislation and an advanced education system
The Arab Media Forum, currently being held in Dubai, hosted a panel discussion titled ‘The Struggle Against Hate Speech’. Editor-in-Chief of Al Ain.com Dr. Ali Al-Nuaimi, TV host Mohammed Al Mulla and President of Gulf Security and Peace Forum Dr. Fahad Al-Shulaimi participated in the session that was moderated by columnist and political satirist Nadim Koteich.
The panelists were of the unanimous opinion that combating hate speech is the joint responsibility of governments, communities and international organisations. The participants also asserted that tolerance is deeply rooted in the culture of the United Arab Emirates since the establishment of the federation by the late Sheikh Zayed bin Sultan Al Nahyan. They also affirmed that the UAE’s civilized approach is clearly reflected in the country’s legislations and initiatives. They called on all Arab nations to adopt this approach.
The panelists further said that the UAE is leading the world in combating hate speech and radicalism through its efforts to establish an advanced education system that is based on broad-mindedness and coexistence. They said the laws in the UAE promote values of tolerance and reject discrimination and extremism. The government has established several entities and launched many initiatives as part of this approach.
Dr. Fahad Al-Shulaimi said that despite the lack of a clear definition for hate speech, it generally means inciting a group of people against another group that has a different political affiliation, religion or race. Dr. Al-Shulaimi affirmed that people must not take advantage of legal loopholes or freedom of speech to incite people.
Mohammed Al Mulla said that there was a growth in hate speech in western countries. He said the growth of this phenomenon in the USA, Europe and New Zealand produced terrorist attacks that killed many Muslims.
Dr. Ali Al-Nuaimi said that we must stand together and confront hate speech so that people can live in peace. He affirmed that combating hate speech is a responsibility that should be shared jointly by governments, international organizations, community leaders and media.
Dr. Al-Nuaimi asserted that the UAE took the lead in this field and launched many innovative initiatives. Such efforts have been reflected in the legislations and advanced education system that promote tolerance and reject discrimination and violence.
The panelists said that the media can play a proactive role in combating hate speech by educating people on other cultures, highlighting the beauty of other civilizations and promoting values of tolerance. The panelists also criticised the reaction of the Turkish President Recep Tayyip Erdogan after the Christchurch attacks. They said that his speech reflected the negative image of Islam.
Dr. Al-Nuaimi further said that Arab communities are becoming more diversified in terms of religions and cultures. He called for more openness and understanding between different communities to find common grounds where people can meet.
